Replacing telephone cable on neighbours wall

Looking for some advice.
I have just bought a new semi-detached house, and got Openreach around to install my line.
When they arrived they discovered the external wire to the BT master box had been pulled out all the way along mine and my neighbours wall, to a small junction box on my neighbours land. The cable then runs through his cellar and under his land to the nearest telegraph pole.
I get the impression my neighbour does not want it fixed and has suggested I look for a different route of supply (as he has a new extension over the underground cable). According to the deeds I have right of access to make repairs.
The engineer cancelled the visit as he did not have permission to access their land as they we not in.
Tried to speak to Openreach but not getting very far, any suggestions what to do next and who is responsible for reinstating the line? Want to know more facts before speaking with neighbour again.

If you are paying for a new line then Openreach will install a new cable, whether that is overhead or underground or whatever.
However you can't speak to Openreach directly, you need to go through whoever you have chosen to supply the new line.A kind word lasts a minute, a skelped erse is sair for a day.0
