    But a car is either under SORN, or it's on the road. The database records this so VOSA don't need ANPR at all. Just run a sweep pogram on, say, the 5th of each month, all cars that are neither SORN nor taxed get a penalty.

    not quite; DVSA need to receive the V5C with Change of keeper information before they issue the refund for any remaining VED. So it needs to be posted a couple of days before the end of the month. The new owner will be OK driving the vehicle as the database won't be updated while the V5C is in the post so it'll still show as taxed. New owner can re-tax it after midnight on the 1st.
    The obvious thought is that the 31st might be the best day for the ANPR cameras, unless everyone catches on to this in which case DVSA won't be able to cope with a massive mailbox of keeper changes all in a couple of days...

    Round here they are not getting people driving their cars. They are driving down side streets looking at all the parked cars and clamping the ones that aren't taxed. Two men in a DVLA van. I've seen them clamping 2 cars in side streets at the opposite ends of the local town. Very quiet residential areas.
