I cant find an answer to my question. any help would be much appreciated
my mum received an on screen parking ticket at a local hospital. she wasn't using the car at the time. I advised her and the driver to ignore it.
4 months and 2or3 letters later mum received a liability notice, I still said ignore but the driver said they were going to pay it.
I said leave for now and i'll do a bit of research which is when I discovered they shouldn't be ignored anymore!
I sent the appeal template from hear and today my mum received the following.......
we are unable to process your appeal as it was lodged outside of the 21 days permitted to the driver. as the charge was affix to your vehicle the driver is only permitted to appeal.
as driver you have forgone your right of appeal.
the agency only accepts appeals /submissions from Keepers whom have been served with a Notice to keeper who were not the driver at the time of the event.
blah blah blah.....charge notice remains outstanding.
is there anything that can be done now? the driver is panicking!

It's a lie - the Keeper can appeal,
Report this shower to the DVLA and to the IPC (for all the good that will do) and continue your appeal process as if they hadn't responded.0 -

No, your Mum should tell them she wasn't the driver, and ideally give them the drivers address.
That means they can't chase your mum any more - if they do it's harassment0 -
I hope the driver isn't still actually thinking of PAYING this one? Have you seen the sticky threads here and shown them all the successful complaints to Hospitals?

What happened when the driver or your Mum complained about this harassment to PALS? As you would when harassed & pestered for an extortionate 'fine' for daring to make a Hospital visit! Jeremy Hunt has published new Guidelines:
