Communal heating and water problems

I have just moved in to a new build house on a new development consisting apartments and a few houses. We have to use heating and hot water from the communal boiler.
However, when I turn the hot water tap it is just cold water. I have left the tap running and probably wasted loads of cold water (probably make up many bottles and my money being washed away) before I can get some sort hot water. But it doesn't mean it is constant hot water or there would be instant hot water from all taps in the house. What is the problem?
We also have under floor heating, should my floor feel hot if it was at 25 degree? I can not tell if it is warm because the floor feel cold. Only floor that warm is the cupboard that store the boiler and pipes. How can I tell our heating working?

You are asking a question that is almost impossible to answer. If your house is a new build then just give the builder a call and ask for someone to come out and check your system. Already called the HA who has in turn logged it with the builder. But told to wait for builder to call us. Been advise no one has reported the same problem. Just concern that the house been handed over from the builder a few months ago. So we only got a few months left on the defects period.
I have never used an underfloor heating so have no real idea how u can tell. The good old boiler and radiator seem so much better.0 -
Plumber check and suspecting a few thing for the hot water. Heating no idea and seem to look fine....apparently could be house been left empty too long.
Put it to 25 degree to 30 degree the whole house seem to be the same temperature. Floor board and tile are cold as touching a can of coke from the fridge. Only warm place and floor is the storage cupboard where the pipes are. The auto temperature detector in the storage cupboard thinks it is 25 degree. Which seem odd that each the room direflect that.
Having to use a radiator to keep warm.
Are there any portable heater that are for bathroom?0 -
Get the people who installed it to look at it.Been advise no one has reported the same problem.
They might be able to tell you how to use it in about 5 minutes.
