Has it always done it? If not have you changed anything recently?

are the valves fully open? Is there a TRV on it? Which sort of TRV as some (eg Danfoss one's i have) have to be set for whether they are on the return or feed pipe?

Is the bleed valve shut? have you bled it of air?

Or might be a bit of debris caught in there..open the valves at both ends fully. Turn off all other radiators in the house completely, if you have a seperate central heating pump turn it up full (set back later). set main thermostat high and programmer on so boiler comes on and it may clear whatever is in there (method i use to clear airlocks when refilling my system after maintenance).
  • Most likely air. Using the key, take some water out at the top of radiator. If unsure search for "bleeding a radiator" video.
