I sympathise with your position - this must all be very frustrating for you.

It's up to you how long you give HMRC to formally acknowledge the DRO copy you have sent them, and for them to state whether not they will stop further deductions and refund any incorrect deductions already made on that basis.

As well as the aforementioned suggestion that you raise this with your MP, it may be worth considering reporting it to a suitable media outlet - for example, the consumer affairs section of the Guardian newspaper. I'm sure your experience would be of interest to a wider audience and you wouldn't necessarily have to disclose your identity. This might help elicit a quicker and more satisfactory response from HMRC.
