Windscreen PCN in Railway Byelaw carpark. Appealed late & confirmed myself as driver

Thank you for the information in the Newbie sticky, which has filled me with some hope, but I'm still not sure if I have a case and would appreciate some advice.
I received a windscreen PCN in a Railway Byelaw car park, received no follow-up/reminder letter (just debt recovery letter straight away), missed the 14 day appeal deadline, BUT made a postal appeal to the debt recovery and prosecution service (Meteor told me it was too late to appeal to them directly) in which I revealed myself as the driver (wish I'd discovered this forum first). The appeal was rejected and no information provided as to how to appeal further. I lost my initial PCN from the windscreen and have no record of POPLA or verification code. The original fine company was Meteor.
As I am now known to be the driver and have already made a naïve first appeal, I'm not sure which of the advice in the newbie thread is applicable. Can anyone advise if I still have any options to appeal this further please?

I would ignore it now, you've thrown away the chance to appeal to POPLA. The driver only had 28 days to appeal from the windscreen PCN, so you appealed too late as driver (would have been OK if the keeper had challenged it on receipt of that letter but the appeal window was not open to the driver at that point). Never mind!
Just put up with the junk mail like everyone has done for a decade (before POPLA existed what do you think we all did? - yep we ignored the junk mail!). They might mention 'byelaws' but this wasn't a penalty notice was it, this was a Parking charge notice, so byelaws don't come into it despite the way the next letters are worded. And 'debt recovery and prosecution service' is a misnomer. This will go nowhere. Get ready for the junk mail threatograms!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
