There are no templates at this stage, as a rebuttal is very dependent on what was said. You need to go through each claim that ANPR make, that is not already explicitly addresses in your appeal, and say, "ANPR claim that the sky is orange. This is the reason why that claim is false."Is there a template for that letter on here - could you point me in the right direction please0 -
Oh dear. Just a quick scan over that wall of text shows this to be a Civil Enforcement Ltd POPLA appeal and you've got an ANPR Ltd PCN. This is a bit of a mess.
You can't put Civil Enforcement Ltd to strict proof over anything that ANPR Ltd has or hasn't done.
I'm at a bit of a loss as to what to advise here to be certain of a easy solution.
1. You could do a 'find and replace' on 'Civil Enforcement Ltd' and 'CEL' and replace with ANPR Ltd in the above appeal and resubmit to POPLA with some plausible reason why you are doing so, but if you're already past the POPLA deadline I'm not sure how they would react. Or,
2. Just work on rebutting the ANPR Ltd Evidence checklist, send it off and hope the POPLA assessor doesn't go through your appeal too closely and spot the error, rather just homing in on GPEOL. Would be interesting from our point of view, but I don't think its a great deal for you OP.
If any other regular has any other thoughts I hope they'll be able to pitch in.
For certain OP, you must get started on your rebuttal. But still, all is not lost, even if this causes the adjudication to go against you at POPLA, the decision is not binding on you, and we can advise on strategy if that happens.

I'm not sure what to say - a CEL appeal sent about an ANPR Ltd case?! And an OP who can't simply read the ANPR Ltd evidence and see that it is clearly sh1te and just write a simple email to POPLA to point out where? Oh dear - needs someone more patient than me to help this person.

Do not ever just copy and paste, if your using a template try and understand it, take it apart bit by bit so you can get your head round each part, add to it if needed maybe take some stuff out if its irrelevant re-assemble it to suit your needs -and if in doubt ask.

To find any posts you have made you just click on your own username, on any forum. Try it now, click on your username. Why didn't you try a few things to learn about forums first, or watch the instructions that MSE provides (the link I have given you)?
Funnily enough I think despite the 'hash' made so far, you will still win the POPLA appeal but of course you should email POPLA and tell them you accidentally put 'CEL' where you had meant to replace that with 'ANPR Ltd' throughout your appeal. And it's clear there has been no loss which was one of your appeal points (then add anything else about the 'evidence' which is trash and which you want to rebut).
