University in Scotland. Any powers ?

Hello i know the drill re private parking in Scotland and also the difference to a council site etc.
However can someone clarify a University in Scotland has the same zero clout as anyone else up here.
I actually have a permit but have clearly flouted the Uni rules a couple of time. Ie Parked on their own double yellows/out of bay.
They have sent a letter warning me any further infringement will incur a civil penalty charge.
Would such a penalty be as unenforceable as all the other Scottish junk mail ? They do actually own the land.
Thinking about sending the estates manager an email so just wanted to be sure of my facts.

I do know of a student who had his graduation delayed until he payed up at Glasgow university. Whether this was legal or not it happened.The truth may be out there, but the lies are inside your head. Terry Pratchett

They'd need to take it to Sheriff's court to enforce it. (Or otherwise pull a stunt as above). And no, even in Scotland they can't enforce a civil penalty - only authorities (Councils, Police, Courts etc.) can impose a penalty or fine.0
