Liverpool JLA - fake charges AND a PCN

So where to start.

A BMPA member had use of one of my cars last night. It was deliberately taken to JLA, to have a look at the VCS Deal.

Not only did VCS take a pic of a vehicle that wasn't at any stage parked, but also there is no way of avoiding being charged for going into the parking/drop off areas. Once you are in them, you are in a one way street without any way of declining their kind offer of charging you, but you don't get told what the charges will be until you are at the point of being recorded entering the "restricted/chargeable" area.

As a result, the BMPA member in question had to pay £2 to get out of the not-parking area, and will have a further £100 charge on the way for not parking.

Has anyone looked at the "misrepresentation of Authority" of their "traffic enforcement" vans?

Anyhoo, the PCN will be rejected on "Not Relevant land" and then ignored until VCS issue court proceedings, or harass the keeper, at which point the keeper will ask the police to investigate this fraud, and no will not be accepted as an answer.

    On a similar theme ........ I have just been interviewed for a 'Rip Off Britain' program ( to be aired January) Regarding this very issue!

    There where four people there, three had had parking / stopping charges overturned, one was still part way through the ordeal.

    Sadly I now have to say that I understand why these parking scammers keep going :-(

    People are paying up because of reasons like

    "lack of time and expertise to contest the charge this time so i paid"

    this despite knowledge of this and other forums, and the fact of the charges are wrong/ illegal/ morally indefensible.

    I have mix of sadness and anger that such blatant profiteering is allowed to continue .......... please, all of you keep up the good work

    The most interesting point in their reasoning for having this "enforcement van" there is for security and safety reasons.
    Which quite honestly is a joke which if like me you know this area well, you would have to agree. The least feasible road for any sort of attack would be Speke hall avenue. Unless you wanted to mortar a car park.

    As far as safety goes any emergency vehicles which are not already on site, would be coming from Dunlop/Hale road entrance which is nearest the terminal.

    Also since the £2 enforced minimum fee for picking someone up, it has made congestion on Dunlop/Hale road much worse as all the Taxis minibuses, and private cars wait there for the flights to land.

    JLA is losing money hand over fist, and this caper is one of the reasons. People are choosing to go to Manchester, it costs them more but at least you can drop off and pick up free as long as you time it right.

    Should have just blocked the exit lanes until they released him without paying.

    It's exactly the same at Luton. The closest point you can park to the runway and aircraft movements is the short-stay car park, which is separated from said aircraft movements by just a chain-link fence. It's much nearer than any of the approach roads, and yet stopping on the approach roads is a security risk which will cop you an APCOA fake fine, but any Tom, !!!!!! or Osama can swan into the short-stay car park and stay as long as they wish, entirely unmolested. Granted you need to pay through the nose to get out of the car park, but if you've just blown yourself and a 767 to smithereens you're probably not going to be terribly concerned about that.

    You may find if you disregard stereotyping that it would be more likely to lose its wheels in Manchester! ;)

    My advice to anyone wanting to drop off at Luton is to do so at the roadside and then ignore or appeal the APCOA nonsense. Right next to the camera car is nice and close to the terminal.

    And my advice to anyone wanting pick up there is to wait at Gipsy Lane retail park until you get a call, and then go pick up at the roadside.

    It's a rod that greedy Luton Airport Operations and APCOA have made for their own backs.

    If you get close enough, then they won't even be able to photograph the car. Quite hard, though, as the area immediately around the camera car is coned/barriered off to some extent, and all the parked police cars very close by would probably be a deterrent.

    We see enough picking up/dropping off APCOA fake fines from Luton but for all of those I've never heard of one where the plods took an interest.
