Parking fine from ParkingEye

Hi.My girlfriend's mother received a notice from ParkingEye asking for £100, £60 if paid quickly, for overstaying by 11 minutes
It seems extortionate for 11 minutes :mad:.
I don't know how best to advise her. If it was me, Id appeal it and go through the process of fighting it with the help of forum members.
Because its someone else though its difficult.
My understanding is that you appeal the fine with the parking company, they deny the appeal, then you take it to POPLA. After that my knowledge and understanding is a bit patchy Im afraid.
If anyone can offer some help it would be greatly appreciated.
