PCN in Wembley (Brent)

Hi, i received this parking ticket on Douglas Avenue, off Ealing Road:(. I had parked at a pay and display parking area, but i didn't buy one as i was going to be there for only 2 minutes with someone waiting inside the car. When i came back to the car, the warden was writing the ticket. I had gone to drop off an elderly person into her house. I also stopped there as my daughter was ill, and i couldn't find parking to quickly drop off the elderly woman and go to nearest pharmacy to get some medicine. I was just wondering, is there any way of avoiding this parking ticket. Would i have to involve the elderly person? Also, i took a photo of the parking display sign, some things on there have been covered with white tape, I'm wondering what has been covered.

By the way, a civil enforcement officer fined me. And the fine is £130 or £65 if paid within 14 days. i was checking the charges list on this website, and brent is outer london, which means they have overcharged me? because central london only is £130 and wembley is outer london.
could i appeal for any of these reasons?

    Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need photos/scans of all correspondence you've received from the council (both sides, if appropriate).

    PePiPoo has an excellent success record in dealing with council tickets.
