Parking Charge Notice received whilst trying to do my job!

Hello, I am new to this forum and am looking for some advice. I run my own business and was called out to a customer on 5th November 2014. On arrival at my customers property, I noticed the PCM signage and made my way to the address where I had been called to. In the short period of time it took to obtain a parking permit from my customer to returning to my van to display the permit, I had already been issued with a parking charge notice. I have already appealed the fine on the grounds of basically not being given sufficient time to display the permit but they have rejected this and said that "I parked in a manner whereby I agreed to pay a charge". The response also says that it is private land and is managed and operated by PCM UK Ltd. it also states that they appreciate that I was in the area to work on behalf of a resident but I should have contacted Pcm Ltd to obtain a contractors authorisation code.
I have already appealed against the fine but this has been rejected. Any advice would be gratefully received? Do I have to pay this, was I careless for doing what I did or should I just ignore?

No you do not pay. The latest advice for an IPC case is to send a Notice of Cancellation then ignore them unless you get genuine court papers. So, in the words of of Coupon-Mad....
" IAS isn't worth it - allegedly 'not independent' and as useful to consumers as a chocolate fireguard. The IPC has, as far as posters have shown us conclusively in their threads, failed to provide a fair, consumer-friendly appeals service. No-one should be expected to provide more detail and evidence than would be needed in an average small claims court defence for a poxy 'appeal', only to get pathetically refused by an unnamed person whose opinions appear to be 'without merit'. The whole system is already broken and seems beyond redemption - hopefully only a matter of time before the DVLA realise the IAS (allegedly) isn't working well and the unnamed Assessors in their ivory towers, can't insist on knowing or guessing who was driving (bloody ridiculous when they know full well the will of Parliament when the POFA Bill was being heard, was that PPCs cannot insist on a keeper saying who was driving).
So send a Notice of Cancellation (covered loads of times here) THEN ignore PCM and their silly debt collector letters that will follow. Read the other threads & if you get a small claim we'll help you defend it robustly. "

There's a version of a Notice of Cancellation within the current 'first appeal' template in post #1 of the Newbie sticky thread. I would also recommend you search this forum for 'PCM' and read all the other threads from newish posters in the same boat, ignoring the idiots rather than trying IAS. Unless the signs are old BPA ones (check the logo and words on the signs but they are likely to be new IPC ones) in which case follow the lead of others with PCM threads here and ignore them except in the event of a Letter before Claim from Gladstones or actual court papers.
Strangely, compared to trying an IAS kangaroo court 'appeal' it seems easier to defend a small claim (no CCJ just happens by the way, nothing risky, you either end up paying or you don't). We help with defences and I can't recall the last small PPC which won - Parking Eye do sometimes but not others. When we help with defences, PPCs often drop out or lose. And I haven't seen PCM feature on court lists at all this year, to my knowledge.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yep but it's in the 'Newbies' sticky thread as well in the template first appeal...exactly where I said! 2nd from top of the forum, where you should have already read first before posting.
Also please tell us you have seen how to 'search this forum' for PCM, otherwise you will miss ALL the other threads like yours. Just put PCM into 'search this forum' (next to forum tools just above the threads on page one of this a parking forum). Don't just look around, do search for 'PCM' and read recent cases only - ones like yours where they are talking about IAS. You would learn so much and you would find several examples of people having sent a Notice of Cancellation to PCM.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
