Abbey, "...will not refund"

Some advice please.
We have been waiting for what seems like months for Abbey to make a decision about refunding our bank charges. We completed the recommended letters supplied by this site and they have now replied by saying:
"I'm sorry you are unhappy with the charges and I understand you wouldlike these refunded. I can confirm the charges were applied correctly , as you had insufficient available funds at the time. As we have previously refunded charges as a gesture of goodwill, I am unable to refund any further."
The fact is...yes they have refunded the odd charge when we've phoned to complain but nothing in comparison to what we claimed. Besides, refunded charges were not included in our claim.
Is that the end...what can we do now. Everyone else we know seems to have got some money back without too much hassle. Has something changed or is it just an Abbey thing?
Help...

If if were me I would start a formal complaint using their complaints procedure - they are obligated under the FSA to investigate and it costs banks shedloads if a complaint is unresolved and escalated to the FSA - I would write the complaint to your local Branch first and copy the complaints section within the Bank - they will have a complaints leaflet and if they don't they can get into trouble for that. I would then see what happens - if the charges are genuinely unfair due to mistakes on the banks part you will have a strong case - if it is down to your mismangement then you will probably have to follow the route everyone else does. I think they may be in breach of their own policies if they haven't repsonded within 8 weeks of your complaint or request - I may be wrong but don't think so.0
