HELP! PCN reminder received but no PCN

Hi folks,
I received a PCN reminder letter on 12.08.14; however, I did not receive the PCN. I appealed the letter saying that I knew nothing about it as I had not received it and it was therefore unfair. They then replied saying that they upheld the PCN (not really surprised) saying that it was issued correctly and to the same address. It was issued on 04.07.14 at Asda Worcester on the date 30.06.14
I have no issues paying the fine - I had parked over the time limit and it was a fair penalty. However, on their notices it says that you pay half if it is paid within a certain time. I was not given the opportunity to do that.
The appeal letter arrived at the same time (30th September) I was going in to hospital for a thyroidectomy. The operation has really knocked me about. I am still unwell and have no voice; I'm unable to use the phone. I haven't been able to sort it out or at least it hasn't been the most important thing on my to-do list.
We've now received a letter from a debt collector. Even though they don't scare me, the bill that could have been £35 is now £120.
Please could someone help? Hubby is saying to take it on the chin and pay the fine. I'd include photos but not able to on my computer, just the phone. Will try later.
The company is SMART PARKING, Perth.

It's just Smart Parking who are just a private firm and then their debt collection letters that the Newbies sticky thread tells you are pointless and to ignore. You certainly would NOT be advised here to telephone the idiots at eiher Smart or the Debt collectors even if you were well! Get well soon by the way!

What happened when you complained to Asda then - as you would! - seeing as this clearly ISN'T a fine, you are not bang to rights! You were shopping when unwell from ongoing long-term thyroid problems presumably? So you were protected by the Equality Act 2010 and allowed an adjustment of extra time...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Parking companies like this are just after your money, they are not officials, they cannot issue fines or penalties, none of your letters from them or the scummy debt collectors mention fines, or penalties now do they?
The discount they offer is just a trap to get people to pay up quickly and not investigate their scam and fight it, don't be fooled by that, and it's just another attempt to copy real penalty tickets.
It is not unheard of for their twisted parking parking attendants who are also incentivised to trap as many victims as they can, to remove their silly fake PCN's so you miss their time scales and they can scam you more.
Follow Coupon's advice she is the expert on here.0
