    its just a begging letter threatogram, threatening legal action or debt collectors, definitely not court papers and not an LBC either

    its an invitation to pay an outstanding debt , or else !

    I think you should consider this as an intimidating attempt at bluffing you that you are being served with a Letter Before County Court Claim.

    You might want to call their bluff and treat it as a LBCCC and respond with this, drafted by zzzLazyDaisy (a retired solicitor).

    To be honest, rather than put up with these continuing 'threats' it might be best to get this in front of a small claims court. Remember, the SCC is not a criminal court, no gowns or wigs, just a Judge in civvies sitting around a table with you all to try to resolve this. Financially there's not much more at risk than around £50 more than the charge as it stands.

    I think VCS would be very reluctant to chance their arm on this at an airport, covered by byelaws, where no parking took place. Could prove damaging for them. They have far more to lose than gain from this.

    I will send back a letter which treats theirs as if it is a letter before court and call their bluff. Im hoping they will regard me as too much trouble and just move on to easier targets!

    Update!

    So I sent them the template letter, treating their letter as if it was a letter before court. They have replied today stating their original letter was not a letter before court but a notice before action! They also stress theyre not solicitors (this has just come from VCS litigation department) and therefore they arent governed by the solicitors regulation authority just the IPC. They then ask for payment before 27th February.

    Am I right in thinking the advice would be to ignore this letter and wait for when they do actually send a letter before court?

    I would certainly ignore it , its just another begging letter
