Landlord insurance recommendation for DSS tenants

Hi Guys
My parents own a single property which they currently let out via a agency to the council, as far as I can see their contract is with the agency who then only deal with the council for tenants.
They've been using discountinsurance.co.uk however theres not much feedback on how good they are, they seem fine but concern is how good they'll be if we actually need to claim..
We've just had a quote from peacockinsurance.co.uk which seems reasonable, anyone used them before who can recommend them? Tried some of the big names already which do not seem to be able to cover because the tenants are on benefits.

I use Allanboswell.com, it was recommended to me and they do accept tenants on benefits provided the tenancy agreement is directly between you and the tenant.I'm a Forum Ambassador on the housing, mortgages, student & coronavirus Boards, money saving boards. DSS was dissolved in 2001: doubt anyone would provide cover for DSS tenants now..
Perhaps you meant HB/LHA??
