Our surveyor seemed fairly confident that this was a penetrating damp issue due to bridging of the DPC yet it seems common practice for these chemical DPC companies to find "rising damp" and quote for chemical DPC and re plastering.
 I hope the vendor agrees.
I think it is a good idea to get an independent survey done - although you'll be lucky to get the vendor to pay half!!
Have a look at this video (and others by the same surveyor) - he has STRONG views on chemical DPC companies!!

I don't know, if a survey saves them money because we don't have to lower our offer as much then going halfs on a survey seems like a no brainer to me, but we will see.
I spoke to the EA again today, the damp proofing company are booked in for tomorrow morning so at least that's something. The EA agreed with my point about the damp survey but insisted he had dealt with this company many times over the last 20 years and that they were reliable and honest and only quote for work that is needed.
It could all be bluster but as it wasn't him that put me on to them I'm inclined to give home the benefit of the doubt for now; let's see what tomorrow's survey shows up.
I've passed my surveyors comments onto the company so they are aware of what we already know.
 Fingers crossed!0
