I started with nothing and I am proud to say I still have most of it left.0

It's what they use to take and make payments on your card.0

They use a third party to process card payments; they intend to process your refund via the same system you used to pay. Globebill in this case. That's not unusual.
The dress seller's website looks a bit scammy and they appear to be based in China. I don't think either of these things are reasons, alone, for chargeback at this stage. You placed an order, cancelled it and they've said they will refund. You probably have to give them time to do so.
I think a chargeback would be against Globebill anyway.0 -

Only if they fail to return the money within reasonable time, you can ask the card provider for a chargeback.
As a side note, do you think that spaces are not needed after punctuation marks?0 -

I think you're banging your head against a brick wall :wall:.
You may as well ask all posters to write using grammatically correct, properly spelled sentences. You can do it, and I can do it, but we both know there are lots of people out there who just don't care.0 -
What's the point in guessing? Wait and see. Meanwhile check their cancellations and returns policy.
