100s of PCNs owed issued outside my house - **Please Help**

Unable to park outside my own home all tickets issued at my home address only!
Before i begin i have had my head in the sand, and have not even been opening the letters - i have ignored it all, but its getting out of hand.
I have 100's of parking fines stretching back from 2006 up until 2013, i am at my wits end with it I have piles of bailiff letters arriving at my home every day, i have the bailiffs circling outside my house clamping my car at will and demanding up to £700 a time to remove their clamps to cover one ticket. This all started because i was young and naive and was given a property as as care leaver and didn't know how to manage my money. Hammersmith and Fulham council changed their policy about unpaid PCN, they now say that if you have 3 or more outstanding PCN's you are unable to apply for a residents parking permit. Which means that i have been accruing tickets on a weekly sometimes daily basis as a result. I managed to get a resident parking permit last year and didn't get a single ticket however i tried to apply again this year and they said no. I feel like i am in a vicious circle, there is no way on earth that i will ever be able to pay these PNC which amount to maybe £50,000 or more. I am essential car user at work so i need my car as part of my job so getting rid is not an option i feel exhausted because i am unable to take leave from work because i have nowhere to park my car. I have written to my MP Andy Slaughter who was unable to help and the council just responded that they wanted their money.
I am wiling to set up some type of payment arrangement, I have contacted the TEC but their are so many PCNs its mammoth ordeal for them to deal with. This is my only debt i don't owe any money anywhere else apart from this and its stressful, i can't enjoy my home and i am constantly alert waiting for bailiffs . Help and advice would be greatly appreciated with this matter.

You will be better to take this to the Pepipoo Forum, who are the experts for legit/council tickets but before posting, do read the intro guides carefully and be ready to post exactly the info they ask for as it is all important when it comes to challenging a ticket.
As far as the bailiffs are concerned, you need to get yourself over to the Baliffadviceonline .co.uk website (remove the space) - They have a lot of info there that's free but you may need to register if you need more help with dealing with them.

Thank you for you advice, Because I had my head in the sand I hadn't contacted the council , I thought I know what they were going to say. But lone behold I contacted them and It would seem that they have written off the majority of the outstanding tickets I had spread over about 6 cars amazeballs! I know. I have three outstanding PNC on my current car I have to pay at least one of these off to get a residents parking permit.
Which I am in the process of doing, I have decided to make 2015 the year that I pay all my PNC debts, I did contact the CAB, Steep change who referred me to a free legal service but because am not on benefits they couldn't help so all 3 are basically useless.
My advise to anyone in the position is to pay the PNCs in the first place to stop these monsters harassing you. But if your in a similar position to what I was in ignore the bailiffs and any threatening correspondence they send the bailiffs will get bored give up and send the debt back to the council. The council will realise that its costing them more money to chase you, so they will therefore write the date off, it also helps to get rid of the offending car and lay low for a few months.
I know this all sound ridiculous but this is what I have done and it worked.0 -
My advice is NOT to pay PCNs straight away, but never ignore them or miss appeal deadlines! Almost EVERY Council PCN can be appealed and won!

Also, if you want some respite from new tickets being issued, cover both number plates with something that is water-proof and not see-through. CEOs have no legal power to touch or remove such an obstruction, they cannot read your number plate and thus, not be able to issue a PCN.
I have used this successfully myself when parking my van on double yellow lines when working on properties. Never had a ticket (yet).
At least you can then work on paying-off all the other PCNs without increasing the debt pile.
Just a thought, but does your neighbour have a car ?. If not, nhy not ask if you can use their name/address for the permit ?. My in-laws live in an area that requires a permit. The only car listed as having a permit for that address is mine & I live 5 miles away.Never Knowingly Understood.
