Ealing Council 14 days to pay PCN

I received a PCN from ealing Council dated 26/10/14
states a reduced amount of £55 is payable if the PCN is not paid later than the last day of the period of 14 days beginning with the date on which this PCN was served.
Does that mean today (9/11/14) is the last day for the 14 days to pay the reduced amount or 8/11/14 is the last day?
I really don't want to pay them £110!
There website doesn't allow you to input the PCN details and for it to generate the amount due, it asks you to enter the amount you wish to pay. This is the same as the phone line....

As we tend to major on private parking tickets here, PePiPoo will be your best bet for council tickets. Here's your link:

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need photos/scans of all correspondence you've received from the council (both sides, if appropriate).
PePiPoo has an excellent success record in dealing with council tickets.

Luckily for me Ealing website was actually down from Friday-Monday (today) and payemnts were not being taken and appeals could not be submitted. It states that parking charges will not be increased as a result of the site being down.
So I will try and appeal today so even if it gets rejected I should still get the reduced rate. It was for parking in a bay which had specified hours where only residents could park.
But the sign as I drove towards the bay was just saying do no park half on the kerb and half off, you must park up on the kerb itself. however there was a sign specifying this restricted parking time for residents but it wasnt as clear as the kerb sign.... but If I appeal on that basis they will probs just rejected it as the sign was there. Also there was an event that day in the rea and the man redirecting traffic said you could park there that day as of this event. Not sure what the council will say to that though....
I will post on the forum you have recommended and see.
