Hard to find laptops that come with Windows 7 preinstalled at this point that aren't used or refurbished. Are those laptops acceptable?
If you don't want Windows 8/8.1 based on the user interface, there's plenty of ways to make Windows 8 appear and act like earlier versions of the operating system while keeping the vast speed improvements of Windows 8. Based on personal experience, 8 is vastly superior and I never see the "Metro/Modern" UI now.
But if it is a simple preference for Windows 7 there are some options. A lot of it depends on what you want the laptop for?

I couldn't really find anything listed as "new" on Amazon fitting the 15" display and 6-8GB RAM requirement that wasn't more expensive than a Windows 8 version.

Don't forget to check the hard disk speed... You can have fastest CPU and huge amounts of RAM, but the OS Hard disk is slow..
Recommend either 7,2000 rpm SATA III, Hybrid SSD or SSD (more expensive)..

You seem obsessed with HD spindle speed, you clearly don't know as much as you think you do.
