Fixed Penalty Office Lost My License!

Hey all
I recently got myself a speeding ticket and quickly paid he £100 fine and the next day sent both parts of my license as requested, by 1st class post to the Welsh Fixed Penalty Office in Swansea.
However, today I recieved the paper part of my license back with a letter saying they can't continue with the procedure as I didn't send my photocard to them.
I absolutely 100% did send them together, folded inside each other and I only recently had the address changed on it so I know I haven't lost it.
I am assuming that they have lost it at their end, but where does this leave me? Will I have to pay more fine or will I need to pay for a new license, even though they are responsible?
