Are there any stocks and shares brokers etc that offer good value for money for people who want to "dabble" in stocks and shares?
HSBC for example charge 19.99 per transaction, which isn't a lot if you are investing a lot of money, but not so good for someone who wants to start investing small to begin with.

It depends to some extent whether you want funds/trackers or shares/investment trusts etc.
For small investments in funds, you could consider Charles Stanley Direct https://www.charles-stanley-direct.co.uk/ who charge 0.25% for holding funds so if you have £1,000 in a tracker fund, the annual charges are just £2.50.0 -

AFAIK iWeb are the cheapest at £5 a deal, they're operated by Halifax Share Dealing who themselves charge £12.50 a deal which has always struck me as a very odd arrangement but it is what it is.
However iWeb do also require a one off administration charge of £25 to open an account there.'We don't need to be smarter than the rest; we need to be more disciplined than the rest.' - WB0 -
iWeb sound fine. I use iDealing and YouInvest. Suggest you invest using a wrapper, probably ISA, just because it saves hassle in long term.0

I use iweb and think they are absolutely fine for my needs as a relatively small investor0
