Thank you for your advice so far.
To add to my original post, I do have a letter from my sister giving her permission for me to act on her behalf.
To reiterate, access to the funds is only required at present to cover expenses outside of funeral costs.
Unless she was also named as an executor there is nothing you can act on her behalf. There would be no issue dealing with the finances of the estate.0 -

Just quoting from an internet source without any real training, and understanding, of the underlying law is problematic. However well intentioned it can give the wrong advice because two cases may appear the same when in fact there are crucial differences. I am not saying that this is the case here but as a general principle. There are two fundamental difficulties. The first is the that an OP may not have given sufficient information and the second is that the law is seldom as black and white as many laymen think. I would hope that nobody would take advice from this board, or any other, as anything but a pointer.
