Might even be the paint surface underneath if it is a re skim.Unibond is not the cure for everything.If the substrate under the plaster is not bonded very well the new plaster will pull away
Yes, sounds like the classic skim over PVA issue, if the whole house is being done then the PVA can be re-activated by water vapour.
And again walls still have to be prepared even for skimming, grease, tobacco stains and just age all need a good scrub before refinishingI like the thanks button, but ,please, an I agree button.
