Sporadic problems downloading Exchange emails on Samsung Galaxy S3 mini

I have a S3 mini and have no problem downloading emails when it is connected to wifi.
However, when I am out and about using a data plan, my work Exchange emails do not download even if I search for emails manually.
I have no problem downloading my Yahoo emails either on wifi on using my data plan.
Even after I have manually searched for new emails, the Exhange client shows the "last updated" time to be when I was last connected to wifi, but the Yahoo client shows it to be current.
I have tried to shut down the phone and re-start it, and sometimes this works and I can see new emails on Exhange, but more often than not it doesn't.
Sometimes, it just starts downloading without me doing anything but more often than not, I am just not able to download my Exchange emails until I am able to connect to wifi again.
Can anyone help?

Check with your Exchange administrator, they can stop you connecting over 3/4G and limit you to WiFi.0
