    Perhaps your explanations haven't been clear? (It would be very unusual for PPP to not provide useful advice). Can you post the link to your PPP thread? (Remove the http:// part or change http to hxxp, to allow you to post a link).

    If it's anything like the explanation posted on this thread, I suspect you're right. My interpretation is that:

    - The PCN details were in fact correct
    - The photo supplied looks as though it has an incorrect registration, although the incorrect letter isn't a real letter
    - OP appealed, and the response got the registration incorrect

    On the second point, why would a J look like an upside-down F? The only explanation I can think of is that the registration plate has a mounting screw next to (just before) the "J". That being the case, I don't see any way that the registration is wrong on the image, which will not necessarily be photo-quality if it is the ANPR image. Mounting screws could easily cause that kind of image artifact.

    Without seeing the PPP thread, I don't know why they have "been useless", but if I've interpreted the OP's post correctly then there is nothing in their explanation to warrant using "errors" in the registration as an appeal point. The details on the PCN are correct and it was sent to the correct keeper.

    The only opportunity would be if the council had messed up somewhere in the process, which PPP should be able to advise.

    It's a busy forum, so threads drop down to pages 2 or 3 very quickly, at which point they're likely to be overlooked. Best to bump the thread back up by answering the questions posed, most importantly, was it your car that was actually there at the time/date stated? Was it your car in the photos, even if the VRN is not clear? Some slightly fizzy photos on a piece of paper are unlikely to be enough, as they'll have "evidential" pictures on file probably of much higher quality.

    Ask PPP again, are there grounds for appeal, e.g. poor photos, or anything else on the penalty notice which is not conformant (many councils fail to get everything right).

    This! If questions are not answered no-one else will bump the thread until the OP answers, the posters there are too busy to ask again. PPP are not useless and they help almost everyone to win.
