Parking ticket Via Council appeal!

I took my daughter to a local park behind a leisure centre. I left my vehicle to enter the leisure centre in order to change a £10 note for the machine, by the time I returned to the car I had a ticket!
I sent an appeal to which it was declined on the basis I should have had change already! When I called to dispute the decision I was told that the attendant who issued the ticket didn’t log in and enter (the full) car park until 3 minutes before he’d found my vehicle in amongst all others and claimed to have given me my 5 minutes?! Does this seem right? I have letters from the staff in the leisure centre to corroborate my story and times. Is it worth appealing further now I have this new information?

They are right - there is no exemption to get change. That's a losing appeal argument for a Council PCN but then again I am not saying you haven't missed a winning appeal argument! There are loads of technical points worth checking that you may not have thought of, so it's worth appealing further.I sent an appeal to which it was declined on the basis I should have had change already!
Your chance to formally dispute this as owner comes when you get the Notice to Owner shortly, as long as you are the registered keeper. Phoning up re any PCN is pointless. Even if they'd promised to cancel it you'd have no paper trail to prove it later. Corroboration from the leisure centre is pointless too as they are simply confirming something that doesn't win a PCN appeal!When I called to dispute the decision

...register and post without lingering on the unfairness of getting penalised for getting change - as that's not going to win. Show a pic of the front and back of the PCN and all of the rejection letter. DO NOT POST WITHOUT THOSE PICS. The pepipoo posters help almost everyone win most cases although you've written nothing so far that I can see will work on further appeal. You've even admitted you went in the premises for change...so you can't really argue he didn't observe the car for very long as you were 'at the P&D machine'! Hence why you need pepipoo to check your PCN and the letter for a technical 'out'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
