machine out of order - council ticket

Hi, any advice would be much appreciated.
I parked in a bay where the machine displayed 'out of order' when I inserted the cash. There was an option to pay by phone but I didn't have a signal. I had an appointment, so I video recorded the machine as it rejected my cash, and hurried off to my appointment.
I appealed the ticket I received, saying the machine wasn't working, providing the evidence, and offered to pay the £2 I was trying to insert into the machine. This has been rejected by the council. What more do you need to do?
I really feel like taking them to court, but if I lose I pay £130, as opposed to £65 if I settle up now.
Do I have a leg to stand on. I would hope so, as I demonstrated several times that I was willing to pay the parking charges, however Southwark were either unable to, or unwilling to accept the payment.
Any advice, again, would be appreciated.

Hi Stu
There are far more informed people on this site who will advise you but do not pay. You will very likely win any appeal. I have just had a charge cancelled by the company at the appeal stage. Don't be bullied and have faith in the process outlined in newbies thread.0 -
The experts on council tickets are on Pepipoo in the Council Parking Tickets & Clamping and Decriminalised Notices forum. Register there, and post a new thread. You will need to scan and show the redacted ticket and letters for them to help.
You will need to make further representations when you get a Notice to Owner from the council, and probably take it all the way. Pepipoo will guide you.0 -

I think I'd rather fight it and pay the extra £65 if so.. Ridiculous because it's going to cost them way more than that to fight it, and it's coming out of the public purse.. madness!0
