Mother's Will

There is two executors (myself and sister) on my mother's will which is a mirror will my father made while he was alive.
1) The 1st name on the will,his that person the sole person in charge of my mother's estate or do both executors have to decide?
2) Does an executor committ an offence if they gives money away from my mother's estate to one of the four chirdlren without first consulting with the other executor?

Generally, nothing should be distributed from an estate before probate is granted, immediate expenses like payment of funeral costs can be made by the executors (although they may not have have access to ehe deceased's accounts) but should be carefully accounted for, as the executors are legally liable for ensuring the will is correctly dealt with.
As far as joint executors go, one can choose to reserve their powers and let the other deal with it if they wish, otherwise they will need to act jointly.0 -

My sister is being an a*s bc she thinks she has the right to sort out my mother's estate bc she says she is the oldest.I have tried to explained to her that bc we are both executors of the will,we both have to decide.This is a system account and does not represent a real person. Explain that if she refuses to co-operate, legally you can go to court to have her removed as executor. Would cost a bomb but........If you've have not made a mistake, you've made nothing0
