Cashback agreement not honoured

Just over a year ago, I spotted an offer on Top CashBack: switch to npower, sign up to its standard tariff and receive £105 cash back.
I did this and waited for my Top CashBack account to be credited with £105. Nothing happened. Over the course of the past year, I've corresponded several times with Top CashBack's customer services team re this matter, and each time they've told me to be patient.
I've checked out this type of cash back offer on the internet and have been advised that it's not npower's responsibility to make sure the offer is honoured, it's that of the cash back website.
I plan to make an official complaint to Top CashBack. But if I receive no satisfaction, to which official body would I make a complaint about Top CashBack?

Cashback sites give NO GUARANTEE you will ever get a cashback. By using them you accept this condition.0 -

Cashback websites are a marketing website just like this one.
The difference between this site and a cashback one is that here they pocket all the money they receive for advertising the products whereas cashback sites say they will give you a proportion of their income to you.
So there is one contract between the advertiser and the website, one contract between you and the website in connection with cashback and a separate contract between you and the advertiser re the supply of goods/ services
If there is a breach of contract then its the one between you and the cashback website but as others have pointed out, they have plenty of clauses to advise that cashback is never guaranteed for a variety of reasons - technical, that the sale isnt tracked to the referral; legal, in that the agreements between website and advertiser has to deal with issues of multiple referrers, returning customers, returning visitors etc.
Now, some do get positive responses by approaching the advertiser directly but as you've no contract with them in connection with advertising then you are basically reliant on goodwill from them to assist you.0
