APCOA Luton Airport

Sorry for starting a new thread for this but I have some questions which I haven't yet found answers to.
I received PCN from APCOA about an over stay at Luton airport. I then used the appeal letter from the newbie thread. I also complained to the DVLA who weren't very helpful.
And now I have received 2 letters from Debt Recovery Plus.
I have not received a rejection letter from APCOA and as such no POPLA code.
I understand I now complain to DVLA and BPA but have no idea what to say!
They were over 14 days in issuing the PCN, so does that go in the complaint? Or should I only be talking about the lack of response and POPLA code?
Also is it best to tell DRP that I am contesting or totally ignore them?

I have appealed this charge with them on numerous grounds and requested that if they do not cancel my PCN, then to supply a POPLA code.
I have since had no correspondence from them, and worse still have now received threatening letters from Debt Recovery Plus.
I ask that you investigate this matter as an obvious breach of the BPA Code of Practice.

Just received this back from BPA.

Dear *****,
BPA – *****.
I have investigated your complaint with the operator and can advise as follows.
The operator confirmed they did receive your appeal but unfortunately no return address was provided with the appeal.! Therefore, the operator could not respond.! They were unable to send the response to the keeper details they received from the DVLA due to data protection issues and the fact the driver and the keeper could be 2 different people.!
I would advise you to contact the Debt Recovery company to try and resolve the matter as the debt has now been passed to them.!
As there has been no breach of our Code of Practice, we must close the investigation.
I am sorry I cannot be of any further assistance.

If they don't have my address how the hell did I receive a pcn from them!? This cannot be within a reasonable code of practice.
Do I do anything from here or just continue to ignore debt recovery plus?

Point it out to the BPA, obviously. But don't hold your breath - and yes, ignore DRP's finest shiny notepaper.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
