Santander student account problems

Our daughter has been with Santander since she was 14 and now applied for a student account as obviously she'd started Uni. She was given no paperwork when she applied and as nothing came in the post she went into the branch and was told she had been declined. Obviously her student loan had not come through at the time as it was early in term. The customer service agent assured her she would follow up. No news for 4 weeks other than her overdraft had been applied on her old account but no railcard, etc....
I told her to go in and tell them she would move her account. No paperwork (a copy of her application, a card with a personal number to call) is bad form and they are not worthy of her business.
Can anyone recommend a good student account and has anyone else just been ignored after an application by any bank??
