    That could be the answer after Leeroy2009 s post. The main thing is that the wire seal is intact.

    Perhaps the landlord has had the consumer unit changed, thus requiring new tails between the meter and the consumer unit. This would sound the tamper alert. There would be no need to bypass a credit meter.
