Damp proof course and asbestos

Hi all,
Homebuyers report recently done, and surveyor is 99.9% sure the artex in the walls and ceiling will contain asbestos and has suggested we board over it. (House built in 1935)
Only issue is, we also need a damp proof course which would require removing the plaster, applying the damp proof course and re-plastering. This would be the case for at least three walls.
Has anyone had experience of this before and if so, how much did it cost to sort?
We are looking to exchange in next week or two, and wondering if we should renegotiate price this late in the game..

In a 1935 house chances are you already have a damp course and that house hasn't had damp for the past 80 years so something has changed. I would do some real searching on here about damp before you go ahead. Also check the Period Property forum again for damp. It might save you a shed load of cash and work that isn't required.

I got an independent damp survey following my initial homebuyers report (also a 1930s house)- a comprehensive report explaining construction on that type of house and how damp readings are obtained. It stated that damp proofing courses are often not necessary. I would get a second opinion on the damp proofing before assuming it's vital.They are an EYESORES!!!!0
