Whilst I believe genuine mistakes can be made, Disabled bays are usually pretty clearly marked in As car parks. If that's not the case, then maybe you have cause for complaint, but If it is clearly marked and you were just too busy concentrating on finding any space then you may just have to take it on the chin.......
However, PCNs are usually not legally enforceable, but one or two companies are now trying to test this in the courts.0 -
