New charge and refund from PCM

Hello,
I've gone through the posts for newbies and followed the procedure however thought it best to refer my details as it might help others. There are 2 parts to it:
1. A pcn issued by PCM (06-09-2014) when I was parked at a friends parking bay at their block of flats displaying their parking permit which was deemed as "displaying a tampered/unclear permit". My friend doesn't own a car right now so I used his parking clearly parking in his allocated bay and displaying his parking permit (it's a bit worn out but still readable). I appealed to PCM which was rejected as expected. I recently got a letter from debt recovery plus. I've sent them a standard email from one of the templates on this site. Will confirm when I receive a response.
2. This incident happened in early september. I had received 2 other pcn from PCM for parking without displaying a permit. Foolishly, and because I was using my friends parking and didn't want tone cause any trouble to him, I promptly paid for both. Reading the blogs I think I shouldn't have. Certainly not £60 for each. I was not blocking any other car. Was not parked in anyone else's bay.
The question I have is, should I ask for a refund? If yes, how do I go about it?

By all means write to them asking for a refund, but I very much doubt if you will get one, unless you are prepared to take them to court, and even then you might not win.
You really need to involve your friend, He/she should bring this to the attention of the managing agents and say that as neither he or the landlord has suffered a loss, no monies are in fact owed. He should state that the purpose of PPCs must be to prevent unauthorised parking, but in this instance you were fully authorised.
With regard to any future tickets which you might accrue, you do not need to pay the PPC anything, but you do need to do lots of reading on here if you wish to continue to park in your friend's space.You never know how far you can go until you go too far.0 -
For any future PCN read the newbie thread from start to finish.
The current way of thinking for dealing with PPC's that belong to IPC is to withdraw from the contract for any charges received since October 12th.

I hereby give notice of withdrawal from this alleged contract which was never properly offered or explained by you. The charge is not acknowledged, is not due and no 'service' from you was ever expressly requested by the driver or by me. Neither the driver nor myself gave 'prior express consent' or any consent at all for the alleged contract and it is not for me to reimburse you for foisting an unexpected and non-negotiated contract upon any driver of my vehicle. This 'contract' is hereby cancelled and any obligations now end.

Go and register on Michael Green's website; he is hoping to bring a high level legal challenge to the private parking industry and to attempt to extract refunds for those who have paid - a bit like the PPI scandal.
