Bogus parking charge notice

bghn
Got a invoice for £60 from Secure Parking Ltd, for parking at oasis retail park in corby town center, northamptonshire.
Only problem is the driver of the car was never in Corby Town on the day the PCN is for. As owner do I still have to pay this, the car was never there that day and the driver of the car has never been to corby town.
Am wondering if the number plate has been cloned or they got the wrong number plate, or its just a scam parking charge notice.
I read the notes for newbies, but they seem to just cover people who have actually parked somewhere and forgot to pay, but in this case the car was never in corby town, or in that carpark.
What do I do, do I just ignore it as they wont have any evidence that I was actually there unless they photoshop a picture. The car was locked in a secure garage on the day the offence is supposed to have taken.

Numberplate cloning does exist but its rare, more likely someone at the parking company has made an error.
A look on the BPA AOS list shows them as having no website, and just being a self ticketing operation.
A little more detail ( minus an personal identifying stuff ) about the letter will be helpfulFrom the Plain Language Commission:

I just checked the BPA website too. I assume it is Secure CAR parks Ltd as Secure Parking Ltd does not seem to exist.
Do they offer POPLA in their letter to you if the appeal fails?
More information is definitlely needed.Newbie thread: go to the top of this page and find these words: Main site > MoneySavingExpert.com Forums > Household & Travel > Motoring > Parking Tickets, Fines & Parking. this is there website secure-parking
Secure Parking Pty Ltd
the appeal is to appeals at paymypcn . net i haven't done it cause its a canadian company and are known to never reply.
it says that if the appeal fails, which I heard it always does, then it goes to a Independent appeals service, there's no mention of POPLA.
the address is PCN Parking Services, PO Box 465, Lavender Park Road, West Byfleet, Surrey. KT14 9BS
the payment site is paymypcn the owners are registered in Ontario, canada.
the car was apparently parked on the carpark for 49 minutes, according to the website, thats a charge of £00.50p. But the car has never been to corby, I had to look it up on google earth to actually find out where the place was.0 -

Edited as others have pointed out this lot are BPA members so this case is the same as all the rest. Needs an appeal, then, from the registered keeper. As owner do I still have to pay thisPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I think the company you are looking for are S & K Car Park Management Ltd t/a Secure Parking who are on the BPA list0

So the OP sends a challenge then - whatever they fancy saying. They could use the template from the newbies thread and have a bit of fun with them at POPLA stage - or they could write: ' My challenge to this ticket is based upon the fact that no driver of this car was in Corby Town on the day the PCN is for - I have never been there and nor has the car. I am wondering if the number plate has been cloned or if you have made an error with the VRN. Please cancel it or I will take the matter to POPLA as you and I both know there is no GPEOL with any of your tickets, like all AOS members your charge is flawed and a pile of steaming XxXXx! '
Whatever they want to say really!!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

A very large Australian outfit obvious following the lead of SmartParking (that well-known oxymoron) into the UK market.
Out of interest Smart are far less squeamish about describing their UK PCN operation for what it really is in their corporate report, calling them "Civil Penalties" and have identified this as a revenue stream to be further exploited. One wonders if Secure will be equally as direct? My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
For those seeking more detailed advice and guidance regarding small claims cases arising from private parking issues I recommend that you visit the Private Parking forum on PePiPoo.com0 -
Dear S&K
The Vehicle in question was not parked in Corby at the time, you have clearly made an error, therefore you must now cancel this charge with immediate effect.
Failure to do so will mean that I will ( or may ) be holding you or your principle ( the landowner ) liable for any costs incurred as a result of mounting a challenge to POPLAFrom the Plain Language Commission:

This has been resolved, there was something wrong with the machine at the car park. And the PCN has been cancelled.
But I've now found out that there's a car in corby with the same number plate as the one on my car, the make and type of cars are different, who do I report this too else am likely to get done for other crimes done by this car.0 -
