Can't Drag and Drop to Arrange Photos on Windows 8.1

Hi all!
I'm on my Windows 8.1 desktop that I haven't used very much for various reasons......
Anyway I have scanned some old photos and simply want to do "drag and drop!" to re-arrange the order they are in, however I can't it won't let me!!
I have had a google of the question but am still unsure, came across answers suggesting putting them by date / name etc. I don't want any of those just to drag and drop them to a random order that I want them in aaarrgggh!!
Can anyone please help me?

They will always sort into the criteria you have selected. To remove the defaults...............Right click in the pictures folder - Sort by - click on 'more' - deselect all the criteria that has a tick. Then try and arrange them as you want.Drinking Rum before 10am makes you

You can't...
Being able to drag and drop pictures to any order you want was a feature that was depreciated in windows7 onwards, since 7 auto arrange is enabled by default on all folders other than the desktop so the ability to arrange files to your own order isn't possible.
Annoying and caused a lot of complaints when windows7 was first released.0 -
One way of overcoming the difficulty can be to rename files. For instance:
001-Our dog.jpg
002-Mum & Dad.jpg
003-Family.jpgError! - Keyboard not attached. Press any key to continue.0 -
Great - another capability they removed with Windows 8.0
