Party wall agreement - Help!!!!

Hello everyone,

I'm in some desperate need of help.
My parents are planning to do an extension at the back their terrace house (full width).
We have planning permission granted.

My dad has instructed a surveyor to do party wall agreement to the neighbours. On one side are council tenants and the other is a buy-to-let landlord.
So the surveyor has sent the notices to the council & landlord/freeholder and no response (so they are in dissent)
The 2nd notice has been sent out and we are waiting to hear a response.
The landlord isn't being helpful at all, but if there is no response from either parties what happens next?

The surveyors bills are racking up quickly (due to various searches) and my dad is panicking about the fees.

I understand we pay the neighbours surveyor fees but if they are not responding to appoint their own, then what?

Also at the back of the house, there is a open drain for the bath water waste which is in our boundary, but it is shared with the landlords property (their waste pipe comes through the bottom of the fence).
This is the same layout with all the houses on our block (shared drainage)

As the plan was to have the extension full width, this shared drain has to be moved.
Where do we stand as this would have an effect on the neighbours water waste from their bathroom if we move it?

The actual neighbours who live either side are nice and we are on good terms, but it's the landlord especially who is being very difficult.

This is causing us stress and money and we don't what our next step is.

    HI,

    We are aware that the manhole cover where the extension will be built over, will been to be closed off and sealed and a new manhole be constructed/moved further out (my dad has contacted the water company).
    The problem we have is the open air drain where the bathroom waste water discharges out into (it's difficult to describe in words what I mean).
    We planned the wall off the extension to be where this open drain is and move the drain further out to where the extension will be so the new bathroom on one side so the extension will have the discharge pipe come out into the new drain. The neighbours discharge pipe that comes out of there wall will then not have access to this new drain unless they extend the pipe along the fence and into the new drain.


    The above is just another problem to deal with, first is the party wall agreement which we need to sort! Without that nothing else can start.
