Troubles paying a parking fine

Hi guys! New to the forums.. Need some help regarding the following which has left me fuming.

I parked my car in a parking pay on a side road in Ealing, West London. I did not have any coins so I paid via the app "Ringo" for 2 hours - When I came back to my just just 10 minutes before the expiry time, I saw that I'd been given a ticket for £30 for not having a valid Pay and Display ticket. When I appealed, I told them the ticket was issued an hour after my park time had started, therefore I still had an hour to go and told them they could check my account with Ringo etc, they replied back saying I had the wrong location code etc, which I was annoyed about as it was an honest mistake and I very much doubt I had the wrong location code! I then emailed back, being a ex student I am still paying off my university debts, and requested to pay £30 in instalments and they again declined that.

I know it's a small amount but I genuinely can't afford to pay all that at once. Does anybody know what I can do from here? It's not fair that they can't help those with money troubles. I hardly drive my car because I can't afford to anymore.

  • I've used Ringo in the past, you can download an invoice/receipt from their web site which will show when you are covered from - to, location code, vehicle reg and customer id and a authorisation code with last 4 digits of card number.


    From memory they cover you from the time of your call until period paid for expiry.


    e.g 12:01 pm for 5 hours expiry 5:01


    If you then match that up with your phone records it should tell you when you were covered from and if it matches the phone call time.




    As it's an hour difference was this about the time of the clocks changing?

    But you know what you can do from here, the rejection letter tells you! Did you not realise that Councils routinely decline pretty much EVERY first challenge? It never means you don't have a case - nothing has changed. It means they said no 'because they can' and because they know the daft, uninformed British Public will rush to pay the stupid discount bribe.

    I take it this is Ealing Council? Obviously what you do now is carry on with the appeals process, as per the options spelt out in the rejection letter (and the back of the PCN which tells you this as well). Formal appeal to the NTO - if you've not yet been sent the NTO then wait for that to arrive if this is your car (not leased, company or hired) - then Adjudication. Most people win at adjudication and your case seems likely to follow suit (wrong location code has won at adjudication before because you did pay and there was no intention to park for free).

  • The thing is and what I am so confused about is the fact at first they said they are giving me a parking ticket because I had the incorrect location code (first appeal) and then I wrote back and said how I was disappointed they wrote in that letter that I never paid for online parking. Feel like they're making a fool of me - and I don't want to pay £30 for no reason. I will get my records from Ringo and write to them once again, Thank you!

    Right, so even as a layman/woman who has never had a parking ticket before, you can see that is a procedural impropriety (procedural error) on their part, surely.

    Why? I didn't say to write to them again, unless you have the NTO already but you can't have because they are still offering you the discount. Read what was said.

    Haven't seen your post on pepipoo yet. Maybe wait till you can also show them the NTO as well as the PCN and letters.
