Apcoa and DRPL fine

Hi all, I recieved a letter 2 weeks ago from debt recovery plus limited stating that I had not payed the parking fine I had recieved at Birmingham airport in August, I had not revived a parking fine an the first I knew about it was the letter fro DRPL.

I wrote to them explaining that I had not recieved a fine from Apcoa and therefore was not willing to pay, and that they had also misspelt my name. This morning I recieved another letter from them stating that I had missed the appeal date, and if I did not pay£150 by 13/11/2014 they would have no choice but to inform their clients to take me to court.

Can they do this if I didn't receive the fine in the first place?

Apologies if this is in the wrong place but any advice would be much appreciated

    1. It's not a fine, it's just pretending to be one.

    2. Ignore DRP, they are a bunch of clowns with no powers to do anything beyond write silly letters.

    3. Read the Newbies thread. Send a basic appeal to APCOA (without admitting who was driving, you are appealing as the keeper of the vehicle). Add that you have never received a Notice to Keeper, so if they reject your appeal and refuse to issue a PoPLA code you will report the matter to the British Parking Association as a Code of Practice breach.

    4. Come back when you get a reply.

    You could complain to the BPA by email as well at the same time (addy in post #6 of the Newbies thread). APCOA have done this before, no PCN issued at all. Obviously it's a major breach of the BPA Code of Practice. Make sure you ONLY complain as the registered keeper NOT saying 'what happened' or who was driving that day.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
