Desperate to move out of flat. Advice?

I am living in a council flat property. I got this place through homechoice but I was on band 2 at the time but now I guess I would be on band 5 and even though I will go for it, it is surely unlikely I will be offered a flat any time soon. How else do I go about moving? When looking up flats to rent, the price is often much more than the 85 pounds I spend a week for my council flat.
