i would get a duvet and my microwave and arrive at the HA's offices and refuse to budge - they then would have to get the police and it would all blow upin their faces.
good luck, hope you manage to get it sorted but drastic times call for drastic measures.
BTW, couldnt you make a few meals for your dad that he could then heat up in his microwave ?

You should contact your local paper, you can guarantee that the council etc would soon get their act into gear if they start getting bad publicity.0
