Insulating Header Tank

Probably not the right place but I have wasted ages trying to find the "post question" button, this site is so difficult I doubt if I will ever use again. Anyway my question is I am insulating the header tank with lid and jacket all around. do i need to cut out a hole for the expansion pipe and if so do i need to make sure it is in the hole.

    It would make sense otherwise where is any overflow going to go.
