7 Year old Flat with possible damp issues

Still looking to get on the property ladder with my first purchase and have come across this but I can see there is damp problems with the walls. Will this cost much to fix?
Appreciate only looking at images but would like to know the sums before proceeding?

Much of that is condensation, lack of ventilation, poor circulation.
Total cost of opening a window: £0
Redecoration costs... do it yourself for the paint/paper, or £1000 for a cheap pro job.
Of course, if it's not condensation......0 -
I would almost definitely discount the house but if it was still in the running these are my thoughts...
It should be under NHBC 10year warranty and I would be wanting to know when it had happened, how it had occurred & what had been done to remedy the situation. I would have a full building survey to see how badly the flat was built.0 -

It has no NHBC warranty. These are repossessed flats. Allegedly the former owner was illegally renting these outs.
Estate agent States they have a surveyors report for it which I will be viewing.:j

I don't think that's just condensation.
Missing damp proof membrane under the floor slab would be one guess.

Personally = I wouldn't want it with that.
Oh the pleasures of the fact that my present house at least hasn't got a trace of damp anywhere:). It hadn't got a lot of blimmin' other things when I bought it either...but the bone-dryness was one of the things that persuaded me to take on a house that was on the verge of turning into a wreck.0 -

Seconded, even without damp problems the lack of NHBC cover makes it tricky. I don't think this is first time buyer territory.0

Thank you all, I viewed two flats within that building. It's two of the worst places I've seen in my life. Nice on the outside, dreadful on the inside!
Thought the price was too good to be true.:j
