The above statement makes no sense whatsoever, you can do exactly what you have described, have as much glass as you like.

The ratio of glass to other materials and heat loss has a says calculation or something similar. Yes within reason you can have all the glass you want but without knowing the insulation already in walls, floor and existing flat roof how can you tell if the ops property is compliment with the regs?0
