Help Urgent - Water Leaking Through Ceilings

Wonder if anyone could advise me on best course of action here. Just got home, and noticed water had damaged the laminate flooring.
On further inspection, its obvious the water is coming through 2 ceilings. I'm almost 100% sure from the neighbour above's boiler.
I've tried neighbour's 3 times, and left note that they need to contact me urgently.
What else can I do, I'm worried the water will get into the electricity box which is directly below the growing leak.
Here is what I've done so far:
- attempted to contact neighbour
- phoned the water company, they can't do anything
- phoned the building factor, they can't do anything as it's private property
At the moment it's not gushing through, more of steady drip, but as its damaged the floor, is quite significant.
Any advice would be greatly appreciated. About to phone electricity.

Is it unusual that you can't get hold of this neighbour? Could they be at home, are they ok in there?0

Do you know the neighbour's name?
If so, do they have a Facebook account you could message them via?

Is there a stop c0ck for the building in the communal area?
If you can't get hold of the neighbour and there is no communal stop c0ck the water can turn the water off in the street as a last resort. Thanks. Neighbour finally turned up. Very difficult situation to be honest, as it really wasn't clear where the water was coming from - my flat, or their's. And of course an emergency plumber costs £120 plus just to call out.
Anyway, to cut long story short, emergency plumber has ripped a hole in 2 locations in my ceiling, and charged me £310 for the privilege.
He has ascertained that the leak is from my neighbour's flat above.
Do I try and claim this on my insurance, or my neighbour's?

Your own insurance, they will contact the other persons if they want to.0

really???? i would damn well hope they WILL contact the other sides insurance, nvm WANT to....surely upstairs neighbor should step up and sort it all anyway......
The OP's damage will be rectified by their insurance whatever they choose.0
