Council Tax Exemption - what counts as 21 hours of study - uni time and/or self study

Hi
I'm at uni and attend lectures for 15 hours per week with 25 hours per week self study.
Does self study count towards the 21 hours per week of studying or is it purely the time you are at uni?
I've tried to search for this but cannot find a definition of "21 hours of studying per week"

Any combination of study or tuition will do - the university will provide you with a student certificate you confirm you're on a full time course.
http://www.legislation.gov.uk/uksi/1992/548/schedule/1/made4. (1) A full-time course of education is, subject to sub paragraphs (2) and (3), one—
(a)which subsists for at least one academic year of the educational establishment concerned or, in the case of an educational establishment which does not have academic years, for at least one calendar year;
(b)which persons undertaking it are normally required by the educational establishment concerned to attend (whether at premises of the establishment or otherwise) for periods of at least 24 weeks in each academic or calendar year (as the case may be) during which it subsists, and
(c)the nature of which is such that a person undertaking it would normally require to undertake periods of study, tuition or work experience which together amount in each such academic or calendar year to an average of at least 21 hours a week during the periods of attendance mentioned in paragraph (b) above in the year.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0 -
I don't see an issue with you getting a tax exemption.
(I am a full-time student at university with a schedule similar to yours.)0 -
Many thanks for all your replies. I thought there should be some definition of what constitutes 21 hours of "study." There's been some confusion at uni and now I can clarify it for others on my course.
